Onondaga County Executive Joanie Mahoney plans to propose a 2014 budget that will cut property taxes by about $5 a year for a typical homeowner.

The budget proposal released by Mahoney's office cuts spending by 3.5 percent, but cuts no jobs. The $1.22 billion budget proposes a county property tax rate of $5.23 per $1,000 of valuation, the lowest in 50 years. Among the features of her budget is a proposal to offer free admission to county parks for veterans and active duty military. She will present the budget to the county legislature's Ways and Means Committee today, and they will begin a formal review of it Monday.
