The quick termination of a mayor's office employee caught by police with drugs occurred because she had been hired by the mayor's office and not obtained through Civil Service.

Onondaga County Sheriff's deputies say 24-year-old Emara Stanley was arrested Thursday on drug charges. She had worked in the mayor's office since 2010 but was fired the next day. Unlike Civil Service employees, Stanley had been hired on an "at-will" basis, meaning she could be terminated by the mayor without navigating the state's Civil Service system. Deputies say they aren't ready to disclose what drugs Stanley had when she was arrested or what charges she will face.
