SYRACUSE, N.Y. (AP) _ Syracuse Mayor Stephanie Miner fended off a primary challenge from two fellow Democrats as she seeks a second term.

Miner is co-chair of the state Democratic party, and made headlines this year by criticizing Gov. Andrew Cuomo's proposal to help cities deal with ballooning public pension costs by letting them borrow against anticipated savings. She argued that the plan was a ``gimmick'' that failed to address financial pressures facing cities.

Miner defeated City Councilor Pat Hogan on Tuesday and businessman Alfonso Davis.

In his campaign, Hogan said he wanted to end an era of what he called ``public neglect.'' Davis also ran unsuccessfully in the 2009 mayoral primary against Miner and two other candidates.
