The Syracuse Police Department has arrested Mark C. Carrigan, age 46 of Syracuse, for Criminal Sexual Act in the Second Degree a Class D Felony, Failing to Register an Internet Identifier a Class D Felony and Forcible Touching a Class A Misdemeanor in connection with crimes against a 14 year-old victim.

The victim, a 14 year-old male met Carrigan in September 2012.  After Carrigan first met the victim he started picking up the boy at a school bus stop. He drove victim to a fast food restaurant for food and drove him to school several times. Carrigan continued to provide the youth with fast food and small amounts of cash. On one occasion Carrigan drove the victim to a relative’s house under the guise of picking up mail. Once inside Carrigan fondled the victim’s penis and performed oral sex on him. The matter came to the attention of police when a school employee reported that Carrigan, whom he recognized as a sex offender, was driving the victim to school. Carrigan was at that time arrested for violation of probation and this investigation was started.

Carrigan was arrested Tuesday when he was released from Jamesville Correctional Facility on the Violation of probation charge.

He is currently being held in the OnondagaCountyJusticeCenter pending his arraignment in Syracuse City Court.

The investigation is still very active and ongoing. It is strongly believed that there may be other unreported victim’s. The Syracuse Police Department is encouraging any other victim’s of Mark Carrigan to come forward or anyone with information on possible victims’ to report that information to the Abused Person’s Unit at 315-435-3016.
